This is a Committee specifically put into place to manage emergency situations which occur between Board meetings when it is impossible to convene a Board meeting at short notice. 

With the wisdom and experience of the President, the Vice President, the Honorary Past President and the Honorary President, the Council is well protected in case of challenging issues requiring managing at short notice.
